Functions and Responsibilities

Legal Review Division and Legislative Administration Division
Responsibilities: Enactment, review, promulgation, research and planning of self-government ordinances and regulations of Taichung City. In order to achieve the goals of administration by law and human rights protection, our duties are the followings below:

  1. Interpretation of self-government ordinances, regulations and provisions for interior authorities or units to help administration advance smoothly and increase efficiency.
  2. Legal consultation and contract review for interior authorities or units by providing related legal opinions and ensuring they don’t break the laws.
  3. Training courses and information on specific legal issues for employees of the Taichung City Government and helping them have a better legal understanding related to their jobs and identify usage.
  4. Helping draft, review and promulgate the self-government ordinances and regulations which are enacted by competent authorities.

Administrative Relief Division
Responsibilities: appeal aid service and appeal review committee arrangement, integral appeal-related affairs planning and legal propaganda, state compensation affairs.

  1. Reviewing administrative appeals cases, etc.
  2. Organizing administrative- appeal- related training courses and workshops for employees in the Taichung City Government and subordinate authorities.
  3. Providing administrative appeal consultation for internal authorities.
  4. Arrangement of administrative- appeal- related achievement sharing and experience exchanging activities.
  5. Informing the public of administrative- appeal- related procedures and regulations, and compiling a digest of administrative appeal decisions made by the Administrative Appeal Review Committee of the Taichung City Government.
  6. Examination and negotiation of state compensation cases which need to be reviewed by multiple bureaus in the Taichung City Government and budget control, including granting of indemnity, and case statistics to increase the quality of state compensation cases and protecting the rights of citizens.

Government Procurement Complaint Review Division
Responsibilities: Government Procurement disputes resolution, complaint and mediation, legal aid service.

  1. Implementation, administrative supervision and case statistics on civil and criminal mediation in the Taichung City Government district offices to resolve disputes between citizens and decrease lawsuits effectively.
  2. Disposition of government procurement procedure complaints and mediation of government procurement,offering legitimate and effective mechanisms for easing complaints and settling disputes.
  3. Promotion of legal aid service in the Taichung City Government and district offices, to help citizens resolve legal problems.

Administrative Enforcement Division
Responsibilities: Enforcement of administrative penalties, training courses and propaganda of administrative enforcement.

Administrative execution is enforcement authorized by laws and conducted by the government in order to enforce people to perform certain administrative duty on accomplishing what he/she is obligated to do. The administrative enforcement matters include the enforcement in the monetary payment of public law and the administrative duty of performance or non-performance of public law.

In order to increase the efficiency of administrative enforcement and keep the authority of government, the Legal Affairs Bureau is commissioned by 19 bureaus of the Taichung City government to implement the enforcement in monetary payment cases of public law. In addition, the division also provides relevant training courses and information to help employees in the Taichung City Government have a better understanding of administrative enforcement issues.

Consumers Service Center
In order to protect the consumers’ interests , facilitating the safety, and resolve disputes between consumers and business operators, the Taichung City Government sets up the Consumers Service Center and the Consumer Ombudsman Office. The Consumers Service Center provides relevant consultation for the public, and is also responsible for guiding and educating people to learn consumer knowledge. Therefore, consumers can know how to protect their own rights, and make a friendly consumption. The center also deals with the phase-one consumption grievance procedure. Besides, it guides and rewards the groups of consumer protection.

Consumer Ombudsman Office
Responsibilities: Policy research of consumer protection ordinances and regulations,inspections,consumer complaint and mediation of disputes and other matters.

In order to protect the consumer’s rights and resolve disputes between consumers and business operators, the Taichung City Government sets up the Consumers Service Center to provide relevant consultation for the public. In addition, the Legal Affairs Bureau also establishes the Consumer Ombudsman Office to deal with phase-two consumption grievance procedure, mediation cases, joint inspections on merchandises and services with competent authorities, and inform the public of consumer-related news timely. Eventually, we hope to provide a safe and reliable market for consumers by asking for full information publications from business operators and enhancing the awareness of consumer rights protection.
